Prof. Ying Tan

Prof. Ying Tan received his B.S., M.S., and Ph.D., in 1985, 1988, and 1997, respectively. From 1997, he was a postdoctoral fellow then an associate professor at University of Science and Technology of China (USTC), then served as director of Institute of Intelligent Information Science and a full professor since 2000. He worked with the Chinese University of Hong Kongin 1999 and 2004-2005. He was anelectee of 100 talent program of the Chinese Academy of Science in 2005. Now he is a full professor and Ph.D. advisor at Peking University, and director of Computational Intelligence Laboratory at Peking University.

He served as an Associate Editor of IEEE Transaction on Systems, Man and Cybernetics, Part B, Associate Editor of International Journal of Swarm Intelligence Research (IJSIR), Associate Editor of IES Journal B, Intelligent Devices and Systems, and Advisory Board of International Journal on Knowledge Based Intelligent Engineering, and The Editorial Board of Journal of Computer Science and Systems Biology, and Editor of Springer Lecture Notes on Computer Science, LNCS 7331, 7332 (ICSI2012),LNCS6728, 6729 (ICSI2011),LNCS 6145, 6146 (ICSI2010), and LNCS 5263, 5264 (ISNN2008), and Guest Editors of several referred Journals, including Information Science, Softcomputing, the Computer Journal, Neurocomputing, Computational Intelligence, International Journal of Artificial Intelligence, etc.He is a member of Emergent Technologies Technical Committee (ETTC), Computational Intelligence Society of IEEE.He is a senior member of IEEE and a senior member of the CIE. He is or was the general chair of the International Conference on Swarm Intelligence and Program committee chair of 2012 International Conference on Advanced Computational Intelligence (ICACI’2012), (ICIST’2013), and 2008 International Symposium on Neural Networks (ISNN 2008). As a chair or co-chair, and member of IPC of more than 100 International Conferences such as WCCI, IJCNN, SIS, ISNN, GECCO, ICSI, etc.

Huchang Liao

Huchang Liao received the Ph.D. degree in Management Science and Engineering (MSE) from the Antai College of Economic and Management (ACEM) at Shanghai Jiao Tong University (SJTU), under the supervision of Prof. Zeshui Xu, in March, 2015. Dr. Liao has authored/co-authored over 40 technical papers published in refereed international journals, including IEEE Transactions on Fuzzy SystemsInformation SciencesKnowledge-Based Systems, Applied Soft Computing, Expert Systems with Applications, International Journal of Information Technology & Decision MakingInternational Journal of Intelligent SystemsSoft ComputingFuzzy Optimization and Decision MakingJournal of Intelligent & Fuzzy SystemsInternational Journal of Uncertainty, Fuzziness and Knowledge-Based Systems, etc.  Dr. Liao has received numerous honors and awards, including the 2015 Endeavour Research Fellowship granted by the Australia Government, the Outstanding Graduate of Shanghai granted by Shanghai government, China, the 2014 National Scholarship for PhD. Students Award granted by the Chinese Government, the 2013 State Scholarship Fund Award granted by the China Scholarship Council (CSC), the 2013 National Scholarship for PhD. Students Award granted by the Chinese Government, the 2013 Outstanding PhD Thesis Foundation Award granted by the Shanghai Jiao Tong University, the 2012 National Scholarship for PhD. Students Award of the Shanghai Jiao Tong University, the 2012 Outstanding Thesis for Master’s degree Award of the Yunnan Province, China, etc. 

Dr. Liao serves as a reviewer for more than 40 international journals. His Biographical profile has been selected for inclusion in the Marquis Who's Who in the World® 2015.

Harry Leib

Harry Leib was born in 1953. He received the B.Sc. (cum laude) and M.Sc. degrees in Electrical Engineering from the Technion - Israel Institute of Technology, Haifa, Israel in 1977 and 1984 respectively. In 1987 he received the Ph.D. degree in Electrical Engineering from the University of Toronto, Toronto, Canada. From 1977 to 1984 he was with the Israel Ministry of Defense, working in the area of Communication Systems. During his Ph.D. studies at the University of Toronto (1984 - 87), he was a teaching and research assistant in the Department of Electrical Engineering, working in the areas of Digital Communications and Signal Processing. After completing his Ph.D. studies, he was with the University of Toronto as a Post-doctoral Research Associate in Telecommunications (September 1987 - December 1988) and as an Assistant Professor (January 1989 - August 1989). Since September 1989 he has been with the Department of Electrical and Computer Engineering at McGill University in Montreal, first as an Assistant Professor, then as an Associate Professor, and now as a Full Professor.

His current research activities are in the areas of Digital Communications, Wireless Communication Systems, and Information Theory.

Dr. Leib has been an Editor for Communication and Information Theory for the IEEE Transactions on Communications since 2000, and an Associate Editor for the IEEE Transactions on Vehicular Technology during 2001-2007. During 2003-2005 he has been a guest co-editor for a special issue of the IEEE Journal on Selected Areas in Communication on Differential and Noncoherent Wireless Communication.

Dr Fabian Bastin

Dr Fabian Bastin has research interests on mathematical programming, namely the optimization of functions with or without constraints, more particularly in a continuous nonlinear framework. Given the prevailing uncertainty in the real world, He particularly interested in the field of stochastic programming, combining optimization and probability theory. This field of mathematical optimization provides solutions that better apprehend unknown factors, present or future. This research has many applications, and He is working in particular on model estimation issues, particularly in discrete choice theory. Discrete choice models are trying to explain the decision-making factors leading individuals to make particular choices among finite sets of alternatives, be they purchasing decisions, routes, modes of transport, etc. Finally, I am also interested in the general questions of computer simulation, and the problems of transport.

Prof.dr. Pavol Bauer

Prof.dr. Pavol Bauer is a full Professor in the Department of Electrical Sustainable Energy of Delft University of Technology and head of DC Systems, Energy Conversion, and Storage group. He earned his Master’s degree in Electrical Engineering at the Technical University of Kosice (‘85) and Ph.D. from Delft University of Technology (’95). He has worked on many projects for industry, focusing on solar wind and wave energy, power electronic applications for power systems and electric mobility. He is a Senior Member of the IEEE (’97), former chairman of Benelux IEEE Joint Industry Applications Society, Power Electronics and Power Engineering Society chapter, chairman of the Power Electronics and Motion Control (PEMC) council, member of the Executive Committee of European Power Electronics Association (EPE).

Guy Clerc

Guy Clerc was born in Libourne, France, on November 30,1960. He received his bachelor's degree in engineering and PhD in electrical engineering from the Ecole Centrale de Lyon, France, in 1984 and 1989, respectively. He is a professor in electrical engineering and teaches at the University Claude Bernard Lyon I in France. He has conducted research on the control and diagnosis of induction machines.

Michael Z. Q. Chen

Michael Chen graduated from Nanyang Technological University, Singapore, with a B.Eng. degree in Electrical and Electronic Engineering, and from Cambridge University with a Ph.D. degree in Control Engineering under the supervision of Prof. Malcolm C. Smith. Dr. Chen is a Fellow of the Cambridge Philosophical Society and a Life Fellow of the Cambridge Overseas Trust. He has been a reviewer of the IEEE Transactions on Automatic Control, the IEEE Transactions on Circuits & Systems, Automatica, the International Journal of Robust & Nonlinear Control, the International Journal of Adaptive Control & Signal Processing, and the International Journal of Systems Science, amongst others. He is now a Guest Associate Editor for the International Journal of Bifurcation and Chaos. He is a member of the IEEE and IEEE Control Systems Society.

William S W Cheung

Dr Cheung received the BSc degree with First Class Honours in Electrical and Electronic Engineering from Middlesex University, U.K. in 1982 and the PhD degree from Loughborough University, U.K. in 1986. From 1986 and 1988, he was a post-doctorate research assistant at Kings College, London University. In 1988, he joined the Radio and Satellite Communications Division in British Telecom Research Laboratories (now British Telecom Laboratories). Before he joined the University of Hong Kong, he was with Asia Satellite Telecommunications Limited. Dr Cheung is an Associate Professor at the University of Hong Kong. He is a Chartered Electrical Engineer, Member of the HKIE, Fellow of the IET, and senior member of the IEEE. He was Chairman of the IEEE Hong Kong Joint Chapter on Circuits and Systems and Communications (CAS/COM) in 2009 and 2010, and currently the Treasurer of the IEEE Hong Kong Section.

Professor Peter Chong

Dr. Peter Chong is currently a Professor and Head of Department of Electrical and Electronic Engineering at Auckland University of Technology, Auckland, New Zealand. He received the B.Eng. (with distinction) in Electrical Engineering from the Technical University of Nova Scotia, Canada, in 1993, and the M.A.Sc. and Ph.D. degrees in Electrical and Computer Engineering from the University of British Columbia, Canada, in 1996 and 2000, respectively. He has visited Tohoku University, Japan, as a Visiting Scientist in 2010 and Chinese University of Hong Kong (CUHK), Hong Kong, between 2011 and 2012. He is currently an Adjunct Faculty at the Department of Information Engineering, CUHK. He was previously an Associate Professor (tenured) from July 2009 to April 2016 and Assistant Professor from May 2002 to June 2009 at the School of Electrical and Electronic Engineering, Nanyang Technological University (NTU), Singapore. Between 2011 and 2013, he was an Assistant Head of Division of Communication Engineering. Between 2013 and 2016, he was a Director of Infinitus, Centre for Infocomm Technology. He was the recipient of ‘EEE Teaching Excellence Award’ and ‘Nanyang Award Excellence in Teaching’ in 2010, and ‘Nanyang Education Award (College)’ in 2015. In 2015, he became a Fellow of the Teaching Excellence Academy in NTU. From February 2001 to May 2002, he was with the Radio Communications Laboratory at Nokia Research Center, Finland. Between July 2000 and January 2001, he worked in the Advanced Networks Division at Agilent Technologies Canada Inc., Canada. He is the Co-Founder of P2 Wireless Technology based in Hong Kong.

Kin Kee Chow

Prof. Elfed Lewis

Elfed Lewis was born in Holyhead, Wales in 1959. He received a BEng. Hons Degree in Electrical and Electronic Engineering from University of Liverpool in 1981. He was awarded a PhD from University of Liverpool in 1987 for work on high-speed photography and spectroscopy of electric circuit breaker arcs during the current zero phase. In 1996 he joined University of Limerick at which time he formed the Optical Fibre Sensors Research Centre.
